History

WHB Engineers is a modern and client-focused company, started from the foundation of some of the industry’s oldest and most respected firms. Our start can be traced to the merging of three industry-leading firms.

Richard Brady and Associates: 24 years serving as a worldwide leader in the water and wastewater markets, with specific skills in the planning, design, and construction of water and wastewater infrastructure including treatment plants, large storage reservoirs/tanks, pump stations, and distribution and collection systems. In addition, Brady has special expertise in the construction and maintenance of power utility assets and underground communication systems and is skilled in environmental compliance and permitting.

Wilsey Ham was founded in 1942 to serve the public and private sector markets. They have grown to cover markets as diverse as science and technology, commercial and residential development, and institutional, municipal, and special district infrastructure clients. They are known for applying professional civil engineering, land surveying, and planning services to develop sustainable and efficient designs.

Critical Solutions Inc. was founded in 1994 and specializes in complete program, project, and construction management of projects for institutional as well as municipal and private clients. They partner with clients from initial project conception through design and bidding, and then onto construction and commissioning. Their clients have a trusted partner committed to their success.

These three firms combine in WHB Engineers with offices throughout California where we deliver our diverse skill sets in both public and private markets.

Senior Leadership Team

Chris Dull

PE, President of Brady, WHB Southern CA Operations

Chris Dull leads WHB efforts in Southern California and provides expertise relating to Construction Management services firmwide. He is a licensed civil engineer in CA and NV with more than 30 years of experience.

His work includes all phases of water and wastewater project development; acting as a project manager, project engineer, and/or construction manager. Mr. Dull has coordinated feasibility studies, condition assessments, hydraulic analyses, licensing and permitting, design services, construction management, on-site construction inspection, value engineering workshops, and as-needed contracts.

Mr. Dull has provided construction and program management services for a range of water projects. His responsibilities have included overall construction manager roles, shop drawing review, responses to contractor-initiated requests for clarification and requests for information, coordination of multi-discipline reviews and inspections, review and approval of progress payments, review and negotiation of contractor change order requests, schedule, and cost review, claims mitigation, mediation support, and presentation of project reports to interested parties.

Brandon Davis

PE, President of Wilsey Ham, WHB Northern CA Operations

Mr. Davis leads the WHB efforts over our Northern California offices and serves as a technical and managerial resource to the entire Northern California team in his supervisory role. He has acquired a wide range of engineering and management experience with over 26 years in the civil engineering practice.

Brandon is a Principal Engineer and has served as Project Manager and Engineer of Record on a wide range of Capital Improvement project types for Public Agencies including pavement rehabilitation/reconstruction, water main replacement, sewer rehabilitation, green infrastructure, and storm drainage, among others.

On the Private Development side of our business, he has managed and designed subdivisions, commercial developments, affordable housing, schools, and biotechnology campus Projects from inception through implementation. In these roles, he has had the ultimate responsibility for all phases of project development, including site investigation and master planning, permitting, development of construction documents for bidding, and construction administration.

He has a lead role with a number of key clients and personally drives client success across his areas of responsibility.

Project and Client Management Team

Karl Kuebitz

Engineering Manager

Mr. Kuebitz is a civil and structural engineer with over 22 years of professional experience. He is the Engineering Manager for WHB’s southern California operations, providing both direct client work as well as overall supervision of engineering activities.

He specializes in infrastructure improvements in the municipal and utility markets, including water and pipeline structures, large water storage structures, and utility and control integration for water treatment and handling projects.

Mr. Kuebitz has an impressive track record. He has designed, specified and analyzed hundreds of liquid-containing concrete structures. He has been actively involved with ACI and is a voting member of the ACI 350 committee for environmental structures. Mr. Kuebitz spent 9 years designing and constructing 45 prestressed concrete tanks and associated structures in the Middle East, including the largest externally prestressed concrete tanks in the world at 42 million gallons. Mr. Kuebitz brings a wealth of knowledge and experience to structures for water-related projects.

Jud Warren

PE, Senior Technical Professional

Mr. Warren is a seasoned professional with over 40 years of experience in planning, engineering, and construction of water and wastewater facilities, including new facilities and projects that require the use of trenchless technologies such as sliplining, microtunneling, and jack and bore.

He has extensive wastewater systems experience, including headworks, liquid stream, activated sludge, solids processing and handling, odor control, and effluent reclamation and reuse, as well as design for sewer pipelines, pump stations, and septic conversion. Mr. Warren has designed new facilities and expansions of plants for water treatment including conventional treatment, membrane, reverse osmosis, desalination, UV disinfection, and groundwater treatment.

He has also planned and designed water conveyance projects involving condition assessments, pipelines, and relining. Additionally, he has served in many roles in projects as Principal-In-Charge and Quality Assurance/Quality Control. As Principal-In-Charge, Mr. Warren has been responsible for overseeing all factors for the delivery of a project. Mr. Warren has received national recognition from the American Academy of Environmental Engineers for the innovative repair of a 102-inch diameter sanitary sewer in San Diego, California, and from the ASCE for the Alvarado Water Treatment Plant.

Eric Cohen

PE, Senior Technical Professional

Mr. Cohen has over 15 years of experience on a variety of public infrastructure projects, guiding projects from the planning stages to design and through construction.

His design experience includes wet utility design, pavement design and rehabilitation, street and highway design, ADA compliance, water quality and C.3 compliance, and grading and drainage, preparing construction documents and specifications, and providing construction management services.

He has obtained his PACP certification from NASSCO for reviewing and analyzing sewer systems. He has experience with bayside development, street and utility design, and trenchless rehabilitation methods, including pipe bursting, cured-in-place pipe, bore and jack, and horizontal directional drilling. Eric is a strong leader and an effective communicator with our clients. .

Randal Krejcarek

PE, Senior Technical Professional

Mr Krejcarek has an extensive background in developing, budgeting, obtaining approval, and managing the design and implementation of a wide range of public works projects. Mr. Krejcarek has a unique ability to obtain consensus on the most controversial design projects.

Some of his successes include water main master plan implementation, water, sewer, drainage designs, inflow and infiltration (I/I) studies, road diets and complete streets, and fee-based parking programs. He has developed and administered $13M Road Bond & $20M Parks Bond Programs and developed GIS asset inventory programs Mr. Krejcarek has extensive experience in the public sector as a Design Engineer, City Engineer, and Director of Environmental Services.

This broad background provides a unique skill set that allows him to evaluate alternative solutions and adopt an effective course of action quickly on any design or implementation issue. Mr. Krejcarek is proficient at presenting complex projects to elected officials for approval.

Rob Hutton

LS, Survey Lead

Mr. Hutton graduated from Peninsula College in Port Angeles, WA, in 1979 with a Forest Engineer Tech Degree. Since graduation, he has garnered a broad range of expertise in land surveying that includes but is not limited to Certified Party Chief for field ALTA surveys, primary control for boundary and construction surveys, topographic and hydrographic surveys, highway and railroad realignment surveys, title research, and boundary resolution.

In addition, Rob has reviewed ALTA’s, Parcel Maps, Subdivision Maps, Topographic Maps, and Record of Survey Plats. He has also performed research and resolved boundary resolutions.

Rob is well-versed in the California Subdivision Map Act, The Professional Land Surveyors Act, and the Public Land Survey System (PLSS). As Principal Surveyor, Rob is ultimately responsible for the accuracy and completeness of all survey work produced by WHB.

Seth Warren

PE, Senior Project Manager

Mr. Warren has served in a range of roles during his 13 years in the civil engineering profession. His skillset includes design, project management, funding allocation, cost estimating, construction management, and quality control. He has also worked in the public sector for the Contra Costa County Public Works Department where he gained experience in construction materials and roadway construction.

Mr, Warren’s design experience includes complete streets, roadway reconstruction, pedestrian access, ADA facilities and sanitary development featuring grading, traffic design, water, sanitary sewer, and storm drain facilities (hydraulic analysis, hydromodification, and water quality treatment). As a project manager he excels at budget management, client relations, interaction with the public, and ensuring that projects are completed on schedule and within budget.

Amanda Del Bello

PE, Project Manager

Ms. Del Bello has over 15 years of experience in the engineering field with an emphasis in structural and civil engineering. As Project Manager she plays a key role in the inspection, design, project deliverables, and construction services for marine structures, bridges, utility vaults, reservoirs and other infrastructure. As a team leader and commercial diving supervisor, she has successfully conducted and managed underwater and above water inspections, follow-on design services, and construction support for a variety of clients. She has participated in design for new structures and design of repairs for numerous facilities including piers, wharves, seawalls, bridges, marinas, retaining walls, reservoirs, and utility vaults. Ms. Del Bello is a commercially trained ADCI Surface-Supplied Air Diving Supervisor and is PADI SCUBA certified.

Experience includes inspection and rehabilitation design of engineering structures for the U.S. Naval Facilities Engineering Command (NAVFAC –Southeast, Southwest, Marianas, and Pacific), and Engineering Service Centers; San Diego Unified Port District; Port of Los Angeles; Port of Long Beach; other government agencies; and private institutions.
